It seems possible shelter challenged individuals may have left garbage in plastic bags, for pickup at railroad tracks, B.W. Williams Dr.

If that's the case, and the City of Vallejo has not provided these Community Members, or guests with garbage pickup, perhaps there should also be a legal dumping category
