This isn't City Of Raleigh property. I suggest you email william.umstead@ncdenr.gov about this.
The park website does have listings of trail construction and work that is currently ongoing.

This trail is in Shenck forest and not in Umstead. This is a city maintained trail (its listed on the the Raleigh greenway map and has city of Raleigh trail markings). The PDF map calls it

Sorry! The main trail at Umstead is also called the Loblolly Trail - and it is undergoing work.

These 2 bridges on Loblolly trail were not constructed or installed by the City Of Raleigh and were not originally part of the trail. This part of Loblolly trail runs through Schenck Forest which is a research forest managed by NCSU. This portion of the trail is meant to be natural and undisturbed. With that said we will be dismantling and removing these 2 bridges from this section of Loblolly trail. Trail users can bypass this part of the trail if need be by using the Reedy Creek Trail to the newly constructed (asphalt) trail along Edwards Mill.
