These encampment should be called hazardous waste sites. Until the city gets them off the streets and gets them water and sanitation services they will continue fouling the streets, sidewalks and then into the lake and bay. They are also creating larger rodent populations.

Than what is the problem, clean it up, that way you don't have multiple request to clean these encampments up.
