Thank you for reporting! Public Works has an illegal dumping team whose sole job is to respond to illegal dumping reports throughout the City. On average this team removes 1,200 pounds of trash from public property every day. We strive to respond to all reports in a timely fashion. If you see someone dumping illegally please report the incident to the Vallejo Police Department.
Not "out of control! The word is "uncontrolled". We have overworked, under-resourced city employees doing a sterling job attempting to handle the problem, hauling away trash piles that continue to grow, while our City Council and agencies that have the power to control the problem, just ignore it or claim to be too busy!
Anyone who lives downtown can testify, from personal experience, to two (perhaps, the-) major causes of illegal dumping:
1. Tenants (and even some homeowners) putting out unacceptable trash, overloading bins, or using the wrong bins, expecting it to be taken away by their regular Recology collection. It isn't! Landlords, the City, and Recology are failing their responsibility to inform tenants of the rules of what is, and what is not acceptable in trash, recycling. and yardwaste bins, and the alternatives available for pickup or drop-off of irregular, oversize, or otherwise unacceptable trash.
If the City and Recology fulfilled their responsibility to inform the public, landlords who then failed theirs could be fined and/or required to pay for trash removal.
2. Contractors and "Handymen" from outside the city hauling pickup truckloads of construction debris, trash and, yard cleanup materials, and dropping them in our downtown alleys. Downtowners regularly see and report these dumpers, and their license numbers, but rarely see any response or action. City, and PD management need to re-assess the priority given to handling this type of property crime, considering its financial impact: both the cost of continuing (and escalating) clean up, along with the loss in value caused to homes, neighborhoods, and the city itself.
Remember - after you pick up your VIP visitors from their scenic ferry ride, and drive them out to leafy Hiddenbrooke, they must first pass through our pot-holed, graffitti-d, trash piled downtown streets!
