Upon further inspection, this repaired pothole is actually a utility patch with a small, round water/sewer cover at the center (8-12" diameter). The asphalt slopes probably 6" to the center, where the cover is. I'm guessing the height set too low during installation, and the asphalt patch was the only possible attempt to smooth out the height differences.
