Have you checked with your HOA on who owns the vault? They may be aware of who owns what on their property.
I would venture a guess that this location is between 1924 and 1925 Cannon Pl. With confirmation of its location, I would be able to provide more usable information to Engineering who may be aware of who owns the scattered vaults in the area.
Its possible the maintenance of the curb is the responsibility of the HOA. Your inquiry will be routed to Public Works to confirm.
