Some morning/desperate drivers want a quick way to enter into Kaiser Hospital by making a U-turn in the middle of the road instead of waiting in line for the left turn light going east-North east to the Hospital parking lot.
There needs to be some kind of blocking objects or parking bumps extended from there to the signal in order to prevent future near accidents.
