I was able to get in touch with an engineer from the City of Hayward. He said that the timing of the light is not the issue, but rather the backup of traffic from the Alameda County service building. While he's right that that is a problem, I still contend that the left arrow green is too brief. The County services building has been getting better about diverting traffic to another parking lot entrance when the backup is bad. Overall, though, it's still a problem.
