Opis

Hostile homeless couple camping between cul du sac and bike path next to drainage pond fence. Large burn scar and still smoldering fire. Food, feces and needles found the last few weeks. Large amounts of trash thrown over fence into pond area.
The male said MNDOT said they are allowed to camp there. They set up after dark and usually leave mid morning. denied they set the still smoldering fire.
911 said they are not responding to homeless calls.
