The other day, I was walking along West Park Avenue and saw two cars in a row drive right through the traffic circle at speed. I don't know why it was installed to be so low, instead of having a curb, but couldn't a railing be installed to prevent this?

Well, it is unlikely that most vehicles speed through in this way (I have been here many times and haven't witnessed any drivers going through "out of control", so to speak).
Certainly speeds after installation of the circle measure are lower than they were before. Before the circle, vehicles were regularly clocked at 50 or even 60 miles per hour on this section of the street - I was there with the speed gun a few times.
Could you estimate the speeds of the vehicles that you saw?
To the above poster, yes the design could be improved. There would be many ways to do that. But I don't think you are presenting enough evidence to be able to claim that the measure has failed. It would be useful if the city could post before and after speed data.
