Caltrans needs to repair holes in fences and heighten them to discourage dumping debris over them and people from going behind them. Copies of these complaints should get forwarded to the appropriate council person.

Please fill out an MSR at Caltrans website. The City of Oakland's idea of referral is having you contact Caltrans. They have crews who's only job is shuffling the homeless off Caltrans property to somewhere else. Like all government agencies Caltrans is reactive not proactive so you have to keep telling them where the problems are over and over just like SCF.
