If the color is yellow or blinking yellow or blinking red you may turn left . Also if the light is not working I believe it's alright to treat the 4 way like a normal 4 way with a stop sign yield then make ya turn when it's safe .

There are no flashing lights. The red light does not turn. It stays green for Lexington but never turns. The walk cycles change multiple times for directions but main lights do not. I timed it for 4 minutes this morning. You can see other lights on the road changing during this time.

To the initial reporter: Please contact our Signal Foreman, Mike, at 651-266-9755. He would like to know what time on August 2nd you witnessed this. Also, he'd like to know if there were any cars waiting on west-bound St. Anthony?

This has happened multiple times to me now between 430 and 630am. I was traveling westbound on Saint Anthony - one occurrence was only my vehicle and another there were two cars including mine.
