I'm not sure these are homeless people, D. One way or another, it needs to be cared for.

It all looks like it is coming from the Mobile Homes that are behind that mess. This isn't the first time this has happened either.

Isn’t there an on site Manager there? If the trash is as bad as described it could cause a rodent and pest infestation
