Isn't that one of those bikes that are available on-demand like ZipCar? They're supposed to be parked almost anywhere, and users find them through an app. And they've a built-in theft mechanism so they can be parked almost anywhere while still in use, and they can't be stolen.
So unless the City has restrictions on where such bikes can be parked, it's not abandoned: either someone's using it and has parked it there, or it's simply awaiting the next user.
