This is the third time this has happened to my backyard - water rushing down Parks has flooded my basement and backyard wiping out all of my shrubbery. I have approached the city before and was told it wasn’t their probable but there is a storm water creek that runs behind my property that is maintained by the city and Newnan Utilities and has failed again.

There has been a history of the problem, as you have described it, for many years.
The creek at the rear of your lot is on private property, and the City cannot and does not have maintenance responsibility for a creek on private property. Previous owners have tried to contain/ redirect the stormwater runoff, but the runoff is trying to make its way to a floodplain across Atkinson St.
Additionally, I must caution you as to performing any maintenance activity in or near the creek, regarding State Waters and stream buffers for the creek. A permit may be required from the Georgia Environmental Protection Division.

Hello.
The problem begins with the runoff that the city built to funnel into this creek via private property. This is the root cause of the water flow onto my property.
If this is not a city problem, why would the city build a drainage from the street into private property especially if this “creek” is not subjected to city storm water issues and regulations?
I will be back in town Thursday and would like for someone from the city to explain this better if possible.
