If someone called 911, the police definitely made contact with the residents. Any 911 call constitutes an exigent circumstance for the police to have to make contact with the residents to ensure everyone is okay.

Also, yes the 3rd floor is a legal unit, and having visitors any time of day or night is allowed.

On the subject of people entering your driveway, if you have a clearly posted "No Trespassing" sign, then those people committed the infraction of "Simple Trespass". If they were shouting, then they might have violated our city's noise ordinance.

If you would like the trespassers to be cited for their infractions, you might want to relay any video footage to the NHPD.
