Update from Stormwater: a technician inspected the reported location and confirmed that the water in the gutter is actually overflow from air conditioning units - it is designed to flow from holes in the granite curb and run down the gutter into the catch basin system further down. This is by design, no leak or clogged drains. Thank you for checking.
