Staff located two separate white plastic sanitary sewer service lines crossing the channel which are located on private property. In addition four separate black plastic lines in the ½”-3/4” diameter range were also located traversing the channel, which appear to be domestic water service lines, also located on private property.
The City has not standing in this issue due to it being on private property.

Did the City of Raleigh put the water lines there? The City of Raleigh charges us for water that comes through these lines. Did the City of Raleigh put the sewer lines in? The City of Raleigh charges for sewage disposal.
I need a better explanation.

The City does run lines to the curb. After that point it is the responsibility of the private property owner to maintain and install the water lines. These lines are on private property in a storm drain ditch. Perhaps the apartment owners own them but the City does not own them.
