There's been a lot of panhandling lately in residential neighborhoods too -- people hanging around outside houses and cars waiting to hit residents up for money when they're going about their business.

Unfortunately there are no laws against regular panhandling and 99% of pedestrians are unwilling to call the police for being aggressively panhandled or believe it wasn't worth it. Our Ambassadors can only ask people to move along so the problem persists.

Be careful when phoning the police try doing it without being noticed.

Its is very tragic that in this day and age people fine it necessary to "panhandle" on the streets. I can understand why in certain situations. It is very sad. I believe part of the problem can be the employment situation and hiring practices. Nine times out of ten if your credit is not the best forget about getting a good job. So your always struggling. You have a low paying job and you go deeper and deeper in the hole. A persons credit should have nothing to do with employment.
Another problem if you are arrested even once with a felony. This is another obstacle in obtaining gainful employment. How about the executive who unfortunately gets involved with the wrong people. "He" becomes involved with drugs. Gets addicted and eventually arrested. Instead of a felony record on the first offense how about an inpatient drug program. With the charges dropped after a period of time.
There is also the situation about those that know people and are hired for that reason. They are not hired for their education or knowledge.
These are three examples im sure there are more.
Those that are on welfare and able bodied should be made to work a minimum of 20 hours a week. Im sure the city can find something for them to do.
of coursebyou also have those lazy people who dont want to work. Its much more profitable for them to panhandle. There are also those that make a living panhandling.
i have been harassed by panhandlers. Its a diffucult situation.

A quarter of New Haven residents live below the poverty line, and panhandlers have always been a part of the Downtown landscape.

While the aggressive panhandling downtown is still a constant, this particular incident is over. I am more than supportive of those in true need of help, unfortunately, most of these aggressive folks are not.
