who is responsible for replacing these? the town?

Whoever replaces them needs to rely on more than plaster to hold them secure. If it is metal and not secure, it will be gone.

Out as far as Starr Street at Shelton I do not see any missing--in fact, they look nicer than I remember. I am guessing they have been reinstalled; but I cannot confirm that. Kudos to whomever dealt with the problem.
