Signs at the corner of I St SW and S Capitol St SW direct eastbound drivers that the right lane must turn right and the left lane must go straight. In reality, the left lane turns left and goes straight through the intersection and the right lane turns right and goes straight through the intersection. As the sign is posted currently, I see private cars and police cars violate the lane rules daily.

I thought the sign was intended to indicate that the right lane must turn right, but that you can also turn right (or south on S Capitol) from the left lane. Consequently, you must be in the left lane to either go straight on I or to turn left (north on S Capitol).
That said, I don't think that it's necessary to turn right from both lanes. I don't think there are arrows painted on the road either, adding to the confusion. Given that I St supposedly has a bicycle lane, cars turning right from the left lane pose a risk to cyclists. This intersection should be changed as follows:
Left lane: Straight on I heading east or left (north) on S Capitol
Right lane: Straight on I heading east or right (south) on S Capitol
