Parking enforcement has continued to be managed by VPD's Traffic Division, as they have the legal authority to issue and review parking citations.
The Parking Division manages the administrative functions of the parking program, including technology, budget, permitting, residential parking programs, reporting, coordination of maintenance, security, etc., and does not have legal authority to address any legal matters such as parking citations. We do forward concerns relating to enforcement to them, however it is ultimately their jurisdiction, and matters should always be reported to them directly if you have a concern regarding parking enforcement.

All that said, any progress on the revising of the boat launch parking rules/codes or enforcement of the current ones? Have not seen any word on SCF and the overnight camping continues. Any person at City Hall in charge of that. Maybe the City Attorney?

Justine's role on SCF (which is now Mey's), is to facilitate the direction of concerns and reports to the person best able to answer them. While she knows quite a lot about a lot, she can't always know intricate details about each department and division's operations, which is why she tagged me to get you the best, most accurate and current information (Traffic does not have a SCF account). We always prefer referring to right person rather than potentially giving inaccurate or outdated information.
Regarding the Boat Launch issues, Parking is spearheading that, and working in conjunction with the City Attorney's Office, the Harbormaster, Public Works, VPD, Economic Development, and other divisions to ensure we properly address the multiple issues existing, and have a comprehensive solution in place that does not simply solve one issue and then create, or divert, issues to another area. I expect the recommendations to come before Council on November 12.
The City Council Regular Meeting scheduled for November 12 is open to the public. Agendas are posted a minimum of 72 hours in advance for regular meetings and 24 hours in advance for special meetings.
My question is why we even got rid of the amazing persons that used to patrol parking over 10 years ago that did a perfect job of keeping VALLEJO in line and making a profit for VALLEJO. Now there is zero help with parking. No one ever comes to the lots and gives tickets. All night long people have RVs without plates parking anywhere they choose. Where things are allowed to happen then it will continue.
Third-party contractor SP+ is contracted to perform parking enforcement throughout the entire Downtown and Waterfront area. VPD also enforces certain California Vehicle Codes that SP+ does not have the legal authority to issue (ex. disabled placards), as well as the Vallejo Municipal Code. While VPD manages the enforcement component, I can assure you SP+ does patrol and issue citations, however they cannot be everywhere and catch every single violation, it's just not physically possible. Currently, RV's are allowed to park overnight (but not camp) in certain areas, which has created a number of significant issues, and why staff is bringing forward several recommendations to Council on or around November 12.
If you contract it out, doesn’t mean it’s getting done. It’s not getting done at all. The 5 min loading zones always have cars. The no stopping loading zone in front of the ferry is out of control. Come down here and see at 4:30,5:30pm.
Unfortunately, with typically only one enforcement officer on at a time, they cannot be everywhere at all times of the day and night.
The Downtown and Waterfront parking lots and structure are part of the Parking Enterprise Fund, wherein all revenue generated by parking fees, and all parking-related expenses, are contained within the Fund, and is tracked and accounted separately from the General Fund and other City Funds. Revenue generated by citations is captured within the City's General Fund, and is not included in the Parking Fund. Parking fees cover the cost of staffing, overhead, lighting, utilities, landscaping, janitorial, grounds, pavement, signage, infrastructure, maintenance, security, technology, enforcement, and more.
Throughout the last few years, the lots have had upgraded signage installed, as well as upgraded lighting, including extended light pole arms, and brighter lights, and select lots have received landscaping enhancements, as well as treatment and fillers to address existing pavement surface deficiencies. The City recently contracted with a new security firm, and is working to provide expanded and enhanced security coverage via real-time monitoring of security cameras, as well as adding additional surveillance cameras to parking areas. Currently, several Downtown lots are scheduled to undergo significant rehabilitation to update the lots and bring them in line with current ADA standards and requirements, which includes grading, striping, and signage. Landscaping and grounds within the lots continue to be maintained by both the City’s Grounds Division and the City’s contracted landscaping firm.
It is a delicate balance with how, when, and where to reinvest; if we put more funding into one area before we have sufficient additional funding, other areas could suffer as a result. As the Parking Fund continues to stabilize and grow, revenues will continue to be reinvested into the public parking areas, in order to provide for additional public parking enhancements, such as additional parking enforcement officers.
