RPD has reviewed, their response follows: the vehicle has an out of state plate which is properly registered and insured. It does not come back as stolen. We have been unable to contact the owner. The parking lot is maintained by the State of NC, so we have no authority to have the vehicle towed. A message was left with the NC Department of Administration in reference to this complaint.
