One of the City of Raleigh Maintenance crews responded this morning. We cleared the grate; however, Westgate Road is not maintained by the city. The grate is now clear but the basin, pipe and tail ditch are all in disrepair. Until the state redefines the ditches and flushes the basin and pipe, this problem will continue so we are referring this issue to DOT for resolution on their part.
